What is a Substance Abuse Professional?

The Department of Transportation (DOT) regulation -- 49 CFR Part 40 -- defines the Substance Abuse Professional (SAP) as a person who evaluates employees who have violated a DOT drug and alcohol regulation and makes recommendations concerning education, treatment, follow-up testing, and aftercare.

The DOT requires that any employee whose position falls under the DOT and tests positive for drugs or alcohol on a pre-employment, random, reasonable suspicion or post accident screening must be referred to a certified Substance Abuse Professional, even if the employee is terminated. This requirement is per 49 CFR Part 40, Subpart 0. For more information on this, please visit: http://www.dot.gov/ost/dapc/

Who is qualified to perform DOT SAP evaluations?

Only substance abuse professionals who have taken the specific training relative to the DOT guidelines and passed the qualifying exam can perform these evaluations. I am a Certified Substance Abuse Professional meeting all the criteria under the DOT guidelines to perform the duties needed to comply with the DOT regulations.  Please note that fees for these services are normally paid by the employee even though the company is required to make the referral to the SAP. Fees are reasonable with a quick response time for services.

What does the SAP process include?

The SAP process includes the initial SAP evaluation and written report with appropriate treatment/education recommendations which is forwarded to your designated employee representative (DER) along with a phone contact outlining treatment/education recommendations. The SAP provider will monitor the employee’s compliance with the recommendations and provide the follow up SAP evaluation to determine compliance or violations of the SAP recommendations. A Follow Up report is discussed by phone and sent in writing to the DER along with the follow up testing schedule and any additional recommendations for the employee i.e.: aftercare or self help meetings.
